Minutes of the Special Meeting of the Board of Directors of DELTA DIABLO SANITATION DISTRICT March 11, 2010 The meetings were called to order by Director Glover on Thursday, March 11, 2010, at 12:00 p.m., 12:30 p.m. and 2:00 p.m. at the Rayburn House Office Building and the Cannon House Office Building, and at 3:30 p.m. at the Hart Office Building, Washington, DC 20510. Present were Directors Glover and Davis. Also present were Gary Darling, General Manager, DDSD; Caroline Quinn, District Engineer, DDSD; Angela Lowry, Public Information Manager, DDSD; Eric Sapirstein and Judy Lemons, ENS Resources, Inc.; Dan Child, South Bayside System Authority; Greg Baatrup, Fairfield-Suisun Sanitary District; and Natalie Sierra, San Francisco Public Utilities District. PUBLIC COMMENTS None LEGISLATIVE MEETING The Board and General Manager met with Legislative Director Ben Miller of Representative George Miller’s Office at the Rayburn House Office Building; Chief of Staff Jennifer Goedke of Representative Lynn Woolsey’s Office at the Rayburn House Office Building; Appropriations Staff Scott Boule of Speaker of the House Nancy Pelosi’s Office at the Cannon House Office Building; and with Legislative Assistant Lynne Abramson and Legal Counsel Grant Cope of Senator Barbara Boxer’s Office. The subject discussed at each meeting was the Bay Area Biosolids-to-Energy (BAB2E) Coalition Project. Mr. Miller indicated the Congressman’s support of the Coalition’s efforts, thanked staff of the participating agencies for providing the information and asked to be kept updated on Coalition activities. Mr. Miller also noted that the approach to the appropriations process is very unsettled this year. Positive media coverage generated to-date was covered, along with a strong focus on community engagement strategies. There was discussion around the project being a “partnership” regarding funding, and that the Coalition has already raised $1.7 million for early planning and process development. Also discussed at this meeting was the Bay Area Recycled Water Coalition (BARWC). Mr. Miller inquired regarding the status of cooperative agreements for previously appropriated funds for BARWC projects. The interest to explore more efficient means for federal funding of the Title XVI program, and the possibility of the Bureau of Reclamation adopting a Diminis Waiver of the Buy America Requirements for Title XVI American Reinvestment and Recovery Act-funded projects was also discussed. Ms. Goedke thanked staff for the information and asked that staff provide updates. Mr. Boule thanked staff for the information and asked how the recent appropriations request fits in with other SFPUC efforts. The B2E Coalition project is a high priority for the SFPUC. Ms. Abramson and Mr. Cope thanked staff of the participating agencies for the information and asked what the reduction in truck miles will be with the proposed B2E project. As no site has been confirmed at this time, there is no solid number, but once the sites are determined, staff will have a better idea. The representatives also enquired about community engagement and were informed that the Coalition will be looking to work with all stakeholder groups across the various stages of this project. They asked to be kept updated on the project. No action was taken.
