Minutes of the Special Meeting of the Board of Directors of DELTA DIABLO SANITATION DISTRICT March 9, 2010 The meetings were called to order by Director Glover on Tuesday, March 9, 2010, at 10:30 a.m., 11:30 a.m., 1:30 p.m., 2:00 p.m. 3:00 p.m. and 4:00 p.m. at the New Executive Office Building; the Hart Senate Office Building; the Dirksen Senate Office Building; the Rayburn House Office Building, and the U.S. Bureau of Reclamation Office in Washington, DC. Present were Directors Glover and Davis. Also present were Gary Darling, General Manager, DDSD; Caroline Quinn, District Engineer, DDSD; Jayne Strommer, Program Manager, DDSD; Angela Lowrey, Public Information Manager, DDSD; and Sante Esposito, Federal Advocates, Inc. Curt Swanson, Environmental Services Division Manager, Central Contra Costa Sanitary District joined the meetings at 1:30 p.m.; and Barbara Hockett, Director, Central Contra Costa Sanitary District, joined at 2:00 p.m. PUBLIC COMMENTS None LEGISLATIVE MEETING The Board and General Manager met with Matthew Siegel, Program Examiner, Office of Management and Budget; Leah Russin and Ryan Hunt, Congressional Staff for Senator Feinstein; Legislative Assistant, Lynn Abramson of Senator Boxer’s Office; Tanya Trujillo, Counsel, Senate Energy Subcommittee on Water and Power; Josh Franco, Sr. Legislative Assistant, and Gary Cohen, Chief of Staff for Congressman Garamendi; Randy Chandler, Director of Operations, Robert Quint, Director of Operations, and Greg Delozier of U.S. Bureau of Reclamation (USBR). The subject discussed at each meeting was the Bay Area Recycled Water Coalition (BARWC), which provides a collaborative and efficient approach for pursuing water supply solutions. Discussions included the status of BARWC projects, the S 1138 Authorization Bill and Appropriations Requests. Mr. Siegel discussed the USBR budget for Title XVI, and the possibility that they will reallocate unobligated American Recovery and Reinvestment Act(ARRA) funds. Ms. Russin expects a legislative hearing on all Title XVI Bills in April. Ms. Abramson confirmed that Senate authorization is a long process, and that they expect to move all of the Energy and Water Bills in an Omnibus package in several months near the end of the Congressional Session. Ms. Trujillo discussed the March 16, 2010 Senate Oversight Hearing that will address Title XVI, and recommended that BARWC submit comments. She also suggested BARWC testify at the anticipated April legislative hearing. Mr. Franco acknowledged Congressman Garamendi’s previous work with and support of recycled water projects. Mr. Quint discussed USBR imminent release of draft funding criteria for the Title XVI program in order to determine the allocation of $20 million in funds in the President’s Fiscal Year 2011 Budget.
